ADVERTISEMENT FOR BIDS

Sealed bid proposals will be received by the Village of Ridgewood, in the Courtroom, Level 4 of Village Hall, 131 North Maple Avenue, Ridgewood, New Jersey 07451 on Wednesday September 5, 2018 @ 10:00AM prevailing time, and then publicly opened and read aloud for following project:

BID NO. 2018-010A – CARR GAC TREATMENT SYSTEM

The work shall include all of the equipment and material necessary to perform this task in accordance with the requirements of the Village of Ridgewood, New Jersey 07451 as needed and described in the bid documents. The work is located at the Carr Treatment Facility, 205 E. Glen Ave., Ridgewood, NJ.

The work consists of addition of two Granular Activated Carbon Adsorption Systems, each consisting of a lead and lag unit, and associated pumping system, transfer station, buried infrastructure, and associated piping, valves, panels, instrumentation, appurtenances, structures, and electrical work.

Specifications and bid forms may be obtained by mail or in person at the Issuing Office: Ridgewood Water, 131 North Maple Avenue, Village Hall, Level 5, Ridgewood, New Jersey 07451, telephone (201) 670-5521, for a non-refundable fee of $100.00, per set of bid documents. Documents may be examined or picked up in person on or after July 30, 2018, between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. Prospective bidders requesting bid documents be delivered to them shall be responsible for providing their own postage/delivery service remuneration via UPS. The non-refundable bid package fee shall be paid prior to sending. No Specifications and/or Proposal forms shall be given out after 4:30 p.m. on September 4, 2018. Partial sets of bid documents will not be available from the Issuing Office. The Village of Ridgewood will not be responsible for full or partial sets of bid documents, including Addenda, if any, obtained from sources other than the Issuing Office.

The contractual obligation of the Village of Ridgewood under this Contract for these items is contingent upon the availability of appropriated funds from which payment for this Contract can be made.

Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes.

Bids may be submitted prior to the bid opening in person or by mail, addressed to the Office of the Village Clerk. The Village assumes no responsibility for loss or non-delivery of any bid sent to it prior to the Bid opening.

Each bid must be enclosed in a sealed envelope with the name of the bidder thereon and endorsed, BID responding to BID NO. 2018-010A - CARR GAC TREATMENT SYSTEM, Do Not Open Until September 5, 2018 at 10:00 AM and must be accompanied by all required forms. The bid shall be submitted on forms bound in Volume 2 of the Bidding Documents. No other forms will be accepted. Only items listed in the Bidder Checklist should be submitted.

Any award or awards may be made at a later or subsequent time or meeting of the Village Council.

Bid security shall be furnished in accordance with the Instructions to Bidders.

The successful bidder shall comply with all applicable provisions of the Prevailing Wage Act, as determined by the New Jersey Department of Labor. All contractors, their subcontractors, and material suppliers shall comply with all applicable provisions of the Public Works Contractor Registration Act, pursuant to Public Law 1999 Chapter 238 and the Contractor Business Registration Program, pursuant to Public Law 2004 Chapter 57.

The successful bidder shall furnish and deliver to the Village of Ridgewood a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance of the Contract. Additionally, the successful bidder shall furnish policies or Certificates of Insurance required by the Contract. In default thereof, said checks and/or bonds and the amount represented thereby shall be forfeited to the Village of Ridgewood as liquidated damages, not as a penalty.

Proposals submitted by Bidders and/or Bidder's Insurance Company(ies) NOT chartered in the State of New Jersey, must be accompanied by proper certificate(s) from the Secretary of State, indicating that such Bidders, Bidder's Insurance Company(ies), and/or Surety Company(ies) is (are) authorized to do business in the State of New Jersey.

The Village of Ridgewood reserves the right to reject any or all bids, to waive any informality or to accept a bid which, in its judgment best serves the interest of the Village. No bids may be withdrawn for a period of sixty-days (60) after the date and time set for the opening of bids.

Southside Reservoir Rehabilitation

 

The work shall include all of the equipment and material necessary to perform these tasks and in accordance with the requirements of the Village of Ridgewood, New Jersey 07451 as needed and described in these specifications. The 2 MG pre-stressed gunite water storage tank is located in Glen Rock, NJ. The work will include exterior and interior cleaning, exterior patching and coating, ladders, roof vent, hatches, handrails, installing a mixer, installing a THM removal system (bid as an alternate) and miscellaneous mechanical improvements in the pump house.

Specifications and bid forms may be obtained by mail or in person at the office of Ridgewood Water, 131 North Maple Avenue, level 5, Ridgewood, New Jersey 07451, telephone (201) 670-5521, for a non-refundable fee of $100.00, per set of bid documents. Documents may be examined or picked up in person on or after June 25 2018, between the hours of 8:30 a.m. and 4:30 p.m. at the office of Ridgewood Water, Village Hall, level 5, Monday through Friday. Prospective bidders requesting bid documents be mailed to them shall be responsible for providing their own postage/delivery service remuneration via UPS.   No Specifications and/or Proposal forms shall be given out after 4:30 p.m. on July 17 2018. The contractor may inspect the tank during the bid period upon request to Ridgewood Water. There will be a pre-bid conference for this project on July 3, 2018 at 10 am, at the project site: End of DeBoer Drive on the north side of Route 208, Glen Rock, NJ.

The Village of Ridgewood is soliciting a Request for Proposals (RFP) for Municipal Prosecutor for the Ridgewood Municipal Court, from July 1, 2018 through June 30, 2019.  The selection of Qualified Respondents is not subject to the bidding provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq.; however, it is subject to the “New Jersey Local Unit Pay to Play Law”, N.J.S.A. 19:44A-20.4 et. seq.

Those services may include supplying various size specified snowplow trucks, salt trucks, trucks for hauling of snow, and crews with equipment for the clearing of sidewalks of snow and ice upon notification, and in accordance with the specifications and technical requirements described in the contract documents. The Village will consider partial awards for supplying the specified size trucks and sidewalk snow clearing crews requested.  Upon mutual agreement of all parties, the Village will consider extending this contract for an additional year beyond the term stated.

“Partial Roof Replacement Village Hall

      The principal components of the work of the Contract shall be to supply and install a new flat roof on a portion of the Village Hall, 131 North Maple Avenue, in the Village. The principal items of the work of the project will include: testing the existing roof materials for asbestos containing materials, removal and disposal of the existing roof materials to a suitable sub-stratum, installation of approximately 8,000 square feet of a reinforced EPDM membrane roof with tapered insulation for effective drainage to the existing drainage system, having a minimum 20-year manufacturer’s warranty, and all other work necessary for a complete project.
