15.  ORDINANCES - INTRODUCTION

 

3122 – Amend Chapter 265 - Vehicles and Traffic – Time          Limit Parking on South Pleasant Avenue –                Establishes a two hour parking limit from 9:00             a.m. to 2:00 p.m., Monday through Friday, on the       west side of South Pleasant Avenue.  This                   ordinance also establishes a No Stopping or          Standing zone on the west side of South Pleasant      Avenue from 7:00 a.m. to 4:00 p.m., Monday             through Friday, 275 feet to 520 feet south of             East Ridgewood Avenue

3123 – Appropriate Water Utility Capital Fund Balance –         Appropriates $920,000 from the Water Utility           Capital Fund Balance for various water utility           capital improvements     

3124 – 2008 Management Salary Ordinance – Increases         salaries for Management personnel by 4% in 2008.    Also establishes a payment towards health                benefits which will begin once all unions have              agreed to same or January 1, 2010, whichever         comes sooner.

3125 – 2008 Non-Union Salary Ordinance – Increases          salaries for non-union personnel by 3.5% in           2008, with the exception of the Mayor, Village            Councilmembers, and Village Attorney who               received no increase in salary.  Also                     establishes a payment towards health benefits          which will begin once all unions have agreed to           same or January 1, 2010, whichever comes sooner.

3126 – Police Officers and Police Superiors Salary          Ordinance – Increases the salaries for Police            Officers and Police Superiors by 2.1% on January   1st of each year and 2.1% on July 1st of each          year, for the years 2009-2012.  In addition, the       pay for outside work with contractors is                 increased from $65/hour-$75/hour.  Also                  establishes a payment towards health benefits             which will begin once all unions have agreed to             same or January 1, 2010, whichever comes sooner.

3127 – Amend Departmental Fees for Police Department –          Amends the Police Department fees to increase           the outside contractor fees for the use of a          Police Officer to $75 through 12/31/08.  In           addition, the Administrative Fee and Fees for             the Police cars for outside contactors will also   be increased.

08-114    Title 59 Approval – Improvements to                  Habernickel Dam – Approves the Request for             Proposals for Professional Engineering                  Services for the Renovation of the Pond, Dam               and Pedestrian Walkway on Lots 16.01 and             16.02, Block 1103, also known as the Irene             Habernickel Family Park prepared by the                   Engineering Division

08-115    Award Professional Services Contract –                    Professional Engineering Services -                  Improvements to Habernickel Dam ($121,580) –                Awards a fair and open Professional Services             Contract to Pennoni Associates, Inc., 216               Malapardis Road, Suite 104, Cedar Knolls, NJ

08-116    Authorize Agreement – Countywide Emergency           Notification System – Authorizes the Village            to enter into an Agreement with the County of      Bergen to utilize an automated telephone             alerting system service.  The County will pay        100% of the initial installation, testing,             and training of the system as well      as 100% of         the annual maintenance, testing and training               of the system. This Agreement is in place            from March 1, 2008 – February 28, 2009, with              an option for an additional year.

 

 

 

 

08-117    Award Contract – Disposal of Grass Clippings              ($15/cubic yard, NTE $35,000) – Awards a             contract to the lowest responsible quote from         Environmental Renewal, LLC, 27 Andrews Drive,          West Paterson, NJ.   

08-118    Award Contract under State Contract – 2008           Ford      E150 Cargo Van ($14,746.40) – Awards a               contract under State contract to                     Ditschman/Flemington Ford Fleet Sales, 215              Routes 202 & 31, Flemington, NJ

08-119    Authorize Safe Routes to School Grant                Application – Authorizes the submission of a           grant application to NJDOT for the Safe                Routes to School program.  The grant will           help fund educational awareness programs for              grammar and middle school students; crosswalk          hatching; and pedestrian countdown signals at         key intersections with traffic lights.

08-120    Approve NJDEP Settlement Agreement – Water           Pollution      Control Facility – Authorizes the               Mayor to execute a Settlement Agreement with             the NJDEP for an error made at the Water              Pollution Control Facility

08-121    Accept Donation of Two 9/11 Memorial Benches              from Rotary Club of Ridgewood A.M. – Accepts              the donation from the Rotary Club of                    Ridgewood A.M. for 2 teak 9/11 memorial                    benches which will be placed at the 2                established 9/11 memorials in the Village

08-122    Authorize Contest to Establish a Recycling           Mascot and Accept Donation for the First              Place Prize – Authorizes a contest to                   establish a Recycling Mascot for the                 Recycling Division of the Village of                 Ridgewood to be open to all students in                 grades six through twelve.  In addition, this          resolution accepts the donation of $300 for               the First Place prize from Village resident               Boyd Loving.

08-123    Return of Security Deposit – Block 2009, Lot              9.01 – 45-47 Franklin Avenue – Directs the             Director of Finance to return the sum of            $10,000 being held as a Performance Guarantee           for Hiro’s Day Spa due to the fact that the               Village Engineer has deemed the improvements            to be completed

 

 

 

 

 

 

08-124    Return of Escrow Funds – Block 2404, Lot 3 –              West Side Presbyterian Church – Directs the               Director of Finance to return the sum of            $5,000 being held as escrow for inspection           services during the work of a major soil             permit at 6 South Monroe Street due to the             fact that the Village Engineer has deemed              that the major soil permit conditions have           been satisfactorily completed

08-125    Authorize Cancellation of Excess Water                    Capital Ordinance Balances – Cancels the           unexpended water balances in 5 Water Utility           Capital Ordinances in the total amount of            $349,850.83

08-126    Authorize Renewal of Intent to Participate in        Community Development Block Grant Program and        HOME Investment Partnership Act Program –               Renews the Village’s intent to participate in        these programs for the Program Years 2009 -               2012
